The relationship between China and Vietnam
据新华社报道，越南总理范明政日前在越南老街省考察老街河内海防铁路项目时说，该铁路项目预计于2025年年底开工，2030年年底竣工。
中国河口与越南老街隔河相望，此前已有古老的米轨火车相通，但随着中越经贸往来的发展，早已不能满足当代货运的需求。目前中越之间已规划有三条跨境标准轨铁路，老街河内海防铁路项目将是率先开工的。
上海国际问题研究院东南亚研究中心主任周士新向第一财经记者表示，越南在中越铁路建设领域的合作表现积极，与它对中国高铁技术的认可息息相关。此前越南首都河内的轻轨项目就是由中国建设的，开通以来广受好评，给中国轨道交通建设积累了较好的声誉。
其实早在1910年，中国昆明和越南海防港之间就建成了史称“滇越铁路”的米轨铁路。米轨铁路在中国河口出境，连接越南老街，这也是中国最早的跨境铁路通道之一。
不过，中国铁路的轨距主要是1435毫米的标准轨，这也是国际上使用较为广泛的轨距，故而称为标准轨。而越南主流的轨距是米轨1000毫米，故米轨列车无法深入中国内地，需要将货物进行转运，这也是修建标准轨铁路对中越互联互通的意义。
2024年12月10日，中国越南双边合作指导委员会第十六次会议在北京举行，双方宣布签署了关于跨境标轨铁路合作项目的政府间协议。
此前在2024年8月和10月，双方在高层访问发布的联合声明中两度强调加快谅山河内、芒街下龙海防、老街河内海防三条标轨铁路建设的合作。
中国和越南在2024年10月14日发表了“中华人民共和国和越南社会主义共和国联合声明”，其中提到，加快推进两国铁路、高速公路、口岸基础设施互联互通。声明还表示，“抓紧推进中国河口至越南老街标轨铁路连接线工作”。
对比去年8月中越发表的“进一步加强全面战略合作伙伴关系、推进中越命运共同体建设的联合声明”，此次声明使用了“加快”两字，对中国河口至越南老街标轨铁路连接线工作使用了“抓紧推进”的表达。
According to Xinhua News Agency Vietnamese Prime Minister Pham Minh Cheng recently inspected the Lao Cai Hanoi Hai Phong railway project in Lao Cai Province Vietnam and said that the railway project is expected to start construction by the end of 2025 and be completed by the end of 2030. 
The mouth of the river in China faces the old street of Vietnam across the river and there used to be ancient meter gauge trains connecting them. However with the development of economic and trade exchanges between China and Vietnam it can no longer meet the needs of contemporary freight transportation. At present there are three crossborder standard gauge railways planned between China and Vietnam and the Laojie Hanoi Haiphong railway project will be the first to start construction. 
Zhou Shixin Director of the Southeast Asian Studies Center at the Shanghai Institute of International Studies told First Financial reporters that Vietnams active cooperation in the construction of Sino Vietnamese railways is closely related to its recognition of Chinas highspeed rail technology. Previously the light rail project in Hanoi the capital of Vietnam was built by China and has been widely praised since its opening accumulating a good reputation for Chinas rail transit construction. 
In fact as early as 1910 the meter gauge railway known as the Yunnan Vietnam Railway was built between Kunming China and Haiphong Port Vietnam. The meter gauge railway exits at the mouth of the river in China and connects to the old streets of Vietnam which is also one of the earliest crossborder railway channels in China. However the main gauge of Chinese railways is the standard gauge of 1435 millimeters which is also widely used internationally and is therefore called the standard gauge. The mainstream gauge in Vietnam is meter gauge 1000 millimeters so meter gauge trains cannot penetrate deep into mainland China and need to transport goods. This is also the significance of building standard gauge railways for the interconnection between China and Vietnam. 
On December 10 2024 the 16th meeting of the China Vietnam Bilateral Cooperation Steering Committee was held in Beijing and the two sides announced the signing of an intergovernmental agreement on crossborder standard gauge railway cooperation projects. 
Previously in August and October 2024 the two sides emphasized twice in joint statements released during highlevel visits to accelerate cooperation in the construction of three standard gauge railways Langshan Hanoi Mangjie Halong Haiphong and Laojie Hanoi Haiphong. 
On October 14 2024 China and Vietnam issued the Joint Statement of the Peoples Republic of China and the Socialist Republic of Vietnam which mentioned accelerating the interconnection of railway highway and port infrastructure between the two countries. The statement also stated that we will accelerate the construction of the standard gauge railway connection line from Hekou in China to Lao Cai in Vietnam. 
Compared with the joint statement issued by China and Vietnam in August last year to further strengthen the comprehensive strategic partnership and promote the construction of a community with a shared future between China and Vietnam this statement uses the word accelerate and expresses the need to accelerate the construction of the standard gauge railway connecting Hekou in China to Laojie in Vietnam.

越南人中国商务签证：3个月单次停留期30天，有效期，单多次是需要依次申请才能按梯度叠加的。
