On June 4 2025 President Trump issued a Proclamation titled
Restricting the Entry of Foreign Nationals to Protect the United States From Foreign Terrorists and Other National Security and Public Safety Threats
.
This restricts travel into the U.S. by nationals from nineteen 19 countries Afghanistan Burma/Myanmar Burundi Chad Republic of the Congo Cuba Equatorial Guinea Eritrea Haiti Iran Laos Libya Sierra Leone Somalia Sudan Togo Turkmenistan Venezuela and Yemen. In addition Egypt is under review.
Effective Date
The travel ban became effective at 1201am Eastern Daylight Time on June 9 2025.
There may be lawsuits challenging the travel ban. Court orders in those lawsuits could possibly block the ban.
We will issue updates or clarifications as necessary.
Impacted Countries
The ban differentiates between immigrants who enter as legal permanent residents or green card holders and nonimmigrants who enter for limited periods of time for instance as visitors or students.

Holders of immigrant visas or nonimmigrant visas issued before the effective date of the travel ban 1201am Eastern Daylight Time on June 9 2025
asylees and refugees
individuals granted withholding of removal
individuals granted protection under the Convention Against Torture CAT
individuals including derivative family members who are seeking asylum status refugee status withholding of removal or CAT protection
dual nationals traveling on the nondesignated country’s passport
individuals traveling with a valid nonimmigrant visa in the following classifications A1 A2 C2 C3 G1 G2 G3 G4 NATO1 NATO2 NATO3 NATO4 NATO5 or NATO6
any athlete or member of an athletic team including coaches persons performing a necessary support role and immediate relatives traveling for the World Cup Olympics or other major sporting event as determined by the Secretary of State
It is unclear how this interacts with the ban on transgender athletes under Section 4c of the
Keeping Men Out of Women’s Sports
Executive Order
immediate family immigrant visas IR1/CR1 IR2/CR2 IR5 with clear and convincing evidence of identity and family relationship e.g. DNA
But any other family members would be subject to the travel ban.

Individuals Already Inside the U.S.
The travel ban seems to limit only physical entry into the U.S.
It seems that individuals already in the U.S. would still be eligible for adjustment of status immigrant visas or green cards or change of status from one nonimmigrant visa category to another.
Immigrant visa holders already in the U.S. permanent residents or green card holders who travel abroad should be able to return to the U.S.
Nonimmigrant visa holders already in the U.S. who travel abroad would be subject to the ban when they try to return to the U.S.
