根据相关规定，持有以下证件的外国居民可入境墨西哥，不需要申请墨西哥签证：
 以下名单内国家的国籍 https//www.inm.gob.mx/gobmx/word/index.php/paisesnorequierenvisaparamexico/；
 持有加拿大、智利、哥伦比亚、日本、大不列颠及北爱尔兰联合王国、美利坚合众国或任何申根地区国家的永久居留卡；
 持有加拿大、美国、日本、英国或其他任何申根国家的现行有效签证；上述国家签发的签证必须是可多次入境或至少两次有效入境才能入境墨西哥；
 持有墨西哥认可的APEC商务旅行卡；
 证明持有者是抵达墨西哥的机组成员的证书；
 如果持有者在国际旅行中抵达墨西哥港口的船员则需出示海员证。如果持有者乘飞机抵达墨西哥港口，以在船上注册，则必须同时出示海员证、一份证明其注册的文件以及相应船只和所在墨西哥港口的信息。
重要信息：
这些签证/永久居留可享受墨西哥移民局公布的上述签证便利措施，但如公告所示，使用此签证/永久居留证件申请进入墨西哥即在墨西哥入口岸时必须在入境次数和时间上皆为有效状态。
如上所述，如果外国游客已经使用过某一单次入境签证，即使该签证尚未到期，但在该外国游客计划进入墨西哥时，该签证的使用次数已经超过有效入境次数时，则不符合要求。
上述签证便利措施针对的是持有 有效签证 的人员，或者能够证明他们在上述国家或地区拥有永久居留权的人。临时居留或其他移民身份的人员则需要签证。
符合签证便利措施的外国游客需在墨西哥入境口岸出示证件，然而持有上述任何证件都不能保证可以进入墨西哥领土，因为国家移民局有权在入境口岸决定是否拒绝外国人进入墨西哥领土。
因此，如果您决定使用上述便利措施，我馆建议您随身携带以下材料，以便在抵达机场时出示给移民官员：
返程机票行程单
酒店预订单
资产证明现金、信用卡等

Tarjeta de residente permanente de Canadá Chile Colombia Estados Unidos de América Japón Reino Unido de la Gran Bretaña e Irlanda del Norte o cualquier país que pertenezca al espacio Schengen
Visa válida y vigente de Canadá de los Estados Unidos de América Japón el Reino Unido de la Gran Bretaña e Irlanda del Norte o cualquiera de los países que integran el Espacio Schengen las visas de estos países deben ser de entradas múltiples o tener al menos dos entradas vigentes al momento de ingresar a México
Tarjeta de Viajero de Negocios de APEC ABTC aprobada por México
Certificado que lo acredite como miembro de la tripulación de la aeronave en que arriba
Libreta de mar si es miembro de la tripulación de la embarcación que arriba a puerto mexicano en travesía internacional. Si el tripulante arriba por vía área para enrolarse en un buque surto en puerto nacional deberá presentar además de la libreta de mar documento que acredite su enrolamiento los datos de la embarcación y el puerto mexicano en el que ésta se encuentra.
Información importante
Estas visas/Residencias Permanentes son elegibles para las medidas de facilitación migratoria pero tal y como lo indica el ordenamiento deberá ser válida en el número de entradas y vigente en el tiempo al momento de solicitar ante el filtro migratorio su ingreso a México y no al momento de iniciar su viaje.
Como se indica anteriormente la visa deberá ser válida y vigente al momento de solicitar la entrada a México es decir si el extranjero ya utilizó una la visa de una sola entrada aunque dicha visa tenga una fecha de vencimiento que aún no se cumple ya es una visa que no será válida por el número de entradas cuando el extranjero pretenda ingresar a México por lo que no sería elegible para las medidas de facilitación migratoria pues no cumple una de las dos condiciones.
Las facilidades se refieren a portadores de “visa válida y vigente” o que demuestren documentalmente que cuentan con residencia permanente en los países o regiones mencionados. Las personas con residencia temporal o con otra calidad migratoria requieren visa.
El ser elegible para las medidas de facilitación migratoria permite únicamente a los extranjeros presentarse al punto de ingreso a México contar con alguno de los documentos mencionados no garantiza de ningún modo el ingreso a territorio mexicano ya que es facultad del Instituto Nacional de Migración determinar la admisión o rechazo a territorio nacional a extranjeros en el punto de ingreso.
Por ello si usted decide utilizar cualquiera de estas anteriores opciones se recomienda llevar a la mano a fin de mostrarlos al oficial de Migración en el aeropuerto de llegada
 Comprobantes de su vuelo de regreso a su país de origen
 Comprobantes de sus reservaciones de hotel
 Prueba de su solvencia económica efectivo tarjeta de crédito etc.

Certificate that demonstrates that the person is a member of an airplane crew arriving in Mexico
Sea Notebook if the person is a member of a vessel crew arriving to a Mexican port in an international trip. If this person arrives by airplane to be enrolled in a vessel in a Mexican port the person must also present the Sea Notebook one document that proves his/her enrollment and the information of the corresponding vessel and the Mexican port where the same is located.   
Important information
These visas/Permanent Residences are eligible for the immigration facilitation measures but as indicated in the order it must be valid in the number of entries and valid in time at the moment of requesting entry to Mexico before the immigration filter and not at the moment of initiating the trip.
As indicated above the visa must be valid and in force at the time of requesting entry into Mexico i.e. if the foreigner has already used a single entry visa even if such visa has an expiration date that has not yet been met it is already a visa that will not be valid for the number of entries when the foreigner intends to enter Mexico therefore it would not be eligible for the immigration facilitation measures since it does not meet one of the two conditions.
The facilitations refer to holders of a “valid and current visa” or who can document that they have permanent residence in the countries or regions mentioned. People with temporary residence or other immigration status require a visa.
Being eligible for the immigration facilitation measures only allows foreigners to present themselves at the point of entry to Mexico having any of the mentioned documents does not guarantee in any way the entry to Mexican territory since it is the power of the National Immigration Institute to determine the admission or rejection to national territory of foreigners at the point of entry.
If you fall into any of the above situations and decide to travel to Mexico be sure to have on hand to show to the Immigration officer at your arrival airport
 Proof of your return flight to your country of origin
 Proof of your hotel reservations
 Proof of your financial solvency cash credit card etc.
